Libya Awards Exploration Blocks to Chevron and Repsol–TOPC Consortium

TRIPOLI, Feb 10 – Libya has awarded new oil and gas exploration licenses to international energy firms Chevron and a consortium comprising Spain’s Repsol and Turkey’s TOPC, as the country advances its latest upstream bidding round.

The National Oil Corporation announced that Chevron secured an exploration licence in the Sirte S4 Basin, a region considered one of Libya’s most prospective hydrocarbon areas. The award marks a further step in Libya’s efforts to attract global majors back into its upstream sector.

In a separate allocation, a consortium of Repsol and Turkey’s TOPC won the exploration licence for the C3 basin. The award strengthens the presence of both companies in North Africa’s energy landscape and underscores renewed investor interest in Libyan acreage.

The latest licensing decisions form part of Libya’s broader strategy to revitalise its oil and gas sector, increase exploration activity and bolster production capacity amid fluctuating global energy markets.
