DAKAR, Oct 16 – Senegal raised 338.2 billion CFA francs ($582 million) through its second bond issuance on the regional debt market in 2026, attracting subscriptions equivalent to 169.1% of the amount sought, according to lead arranger Invictus Capital.

The bond sale offered four maturities, ranging from three to 10 years, providing the government with financing across different borrowing periods. The results indicate continued investor participation in Senegal’s domestic currency debt market despite concerns over the country’s public finances.

According to Invictus Capital, the issuance comprised 52.1 billion CFA francs in three-year notes, 124.2 billion CFA francs in five-year notes, 76.1 billion CFA francs in seven-year notes and 85.8 billion CFA francs in 10-year notes.

The arranger reported a subscription rate of 169.1%, indicating that investor demand exceeded the amount offered. Investors have been closely monitoring Senegal’s regional bond auctions since the discovery of previously unreported public debt restricted the government’s access to other financing sources.

The regional debt market has consequently become an important source of funding as authorities seek to meet government financing needs while addressing concerns over debt sustainability and fiscal transparency.

Last month, Senegal and the International Monetary Fund (IMF) reached a staff-level agreement on a proposed three-year, $2.2 billion loan package. The agreement represents a potential route toward restoring financial support, subject to the relevant approval process and programme conditions.

The latest bond issuance highlights the continuing role of regional investors in financing Senegal’s government as the country works to rebuild confidence and secure more sustainable access to funding.
