ABUJA, June 3 – The Federal Government of Nigeria has introduced new guidelines aimed at speeding up the deployment of solar mini-grids and improving electricity access across Nigeria, particularly in communities that remain underserved by the national grid.
The framework, launched in Abuja by the Nigerian Electricity Management Services Agency (NEMSA), sets out the technical and operational standards for connecting solar mini-grids to existing electricity distribution networks.
According to NEMSA Managing Director and Chief Electrical Officer of the Federation, Engr. Olusegun Adesayo, the guidelines are designed to support the safe and reliable integration of mini-grid systems while maintaining grid stability, power quality and public safety.
He noted that solar mini-grids have become an important solution for expanding electricity access in areas with limited or no connection to the national grid. The new framework is expected to provide greater clarity for developers, investors, regulators and distribution companies involved in the sector.
The guidelines also align with the provisions of the Electricity Act 2023, the Mini-Grid Regulations 2026 and other recognised national and international standards.
Speaking at the event, the Permanent Secretary of the Federal Ministry of Power, Mahmuda Mamman, represented by Director of Distribution Mustapha Abba, said renewable energy projects such as solar mini-grids are playing a growing role in strengthening energy security and supporting economic development.
He added that the guidelines would help reduce technical and regulatory uncertainties while encouraging the sustainable integration of renewable energy into Nigeria’s electricity network.
Development partners also welcomed the initiative. The European Union said the framework would improve consistency and strengthen investor confidence in interconnected mini-grid projects, while Germany reaffirmed its support for Nigeria’s efforts to expand energy access, strengthen institutions and attract private investment into the renewable energy sector.
