CAIRO, Oct 20 – Egypt has signed an agreement with Talaat Moustafa Group Holding to develop, build and operate four major mixed-use real estate projects with a combined investment value of EGP 11 trillion ($202 billion), according to a statement from the Egyptian presidency.
The partnership agreements are scheduled to be signed on the sidelines of Egypt Forum 2026, in the presence of President Abdel Fattah El-Sisi. The developments are expected to cover approximately 30 million square metres across Cairo and several other governorates.
Hisham Talaat Moustafa, the group’s chief executive officer and managing director, said cooperation between the public and private sectors was important for attracting investment, generating economic value and supporting sustainable development.
He added that the company had extensive experience in delivering development projects through partnership arrangements, with the four planned projects representing a major expansion of its real estate development activities.
Four developments span key Egyptian locations
The proposed projects cover residential, commercial and other mixed-use development opportunities across several locations. The largest investment is planned for Abu Qir, while North Madinaty, West Alexandria and the North Coast account for the other three developments.
The projects are outlined as follows:
- North Madinaty: A mixed-use development covering 5 million square metres, with planned investments of EGP 3.2 trillion.
- West Alexandria: A project spanning 11.3 million square metres, with estimated investments of EGP 1.3 trillion.
- Abu Qir: A development extending across 11 million square metres, with projected investments of EGP 5 trillion.
- North Coast: A development covering approximately 10 million square metres, with planned investments of EGP 970 billion.
Together, the four developments represent a large-scale expansion of planned real estate investment across the capital region, the Mediterranean coast and other strategic locations.
Public-private partnerships underpin development strategy
Moustafa said public-private partnerships provide a framework for combining government resources with private-sector expertise to deliver large-scale projects and generate long-term economic benefits.
Such arrangements can enable governments to work with private developers on projects requiring substantial capital, construction capabilities and long-term operational management.
For Egypt, the planned developments could support activity across construction, property development, infrastructure and associated services. Their broader economic impact will depend on implementation timelines, financing arrangements, construction progress and demand for the resulting properties and facilities.
The announcement comes as Egypt seeks to mobilise private investment for large-scale development and expand economic activity across multiple governorates.
Senior officials attend Egypt Forum 2026
The announcements were made on the second day of Egypt Forum 2026, attended by President Abdel Fattah El-Sisi, Prime Minister Mostafa Madbouly, Housing, Utilities and Urban Communities Minister Randa El-Menshawy, and Local Development and Environment Minister Manal Awad.
The agreement places Talaat Moustafa Group at the centre of a proposed development programme involving four major projects. The next stage will be translating the announced investment commitments into signed agreements, project execution and delivery.
