JOHANNESBURG, Aug 26 – Africa’s data sovereignty push is reshaping the AI race as governments introduce rules requiring some sensitive information to stay within national borders, while global cloud providers such as Amazon Web Services (AWS) adapt to the changing market.
Nigeria, Kenya and South Africa are among the countries tightening rules around where data can be stored, processed and transferred. The changes reflect growing concerns that data is becoming increasingly valuable as artificial intelligence expands, giving governments a stronger interest in controlling information generated by citizens, businesses and public institutions.
For cloud providers, the rules create a challenge because AI systems require access to large amounts of data, while organisations must also comply with national requirements on data storage and access.
AWS is responding with what it calls a “sovereign-by-design” approach, allowing African organisations to use global cloud and AI infrastructure while maintaining greater control over sensitive data. Its tools include Local Zones, Outposts and the Nitro System, as well as customer-managed encryption keys.
At the AWS Summit in Johannesburg on August 19, AWS executive in residence Jonathan Allen said the company focuses on complying with the laws of more than 100 countries where it operates and adapting its infrastructure to local requirements.
Nigeria has introduced data-localisation and market-oversight requirements for the payments sector, while South Africa’s National Policy on Data and Cloud calls for greater local control of strategic government and public-service data. Kenya requires certain sensitive information to be processed or stored locally, while Rwanda has localisation requirements covering sensitive financial, payment and telecommunications data.
However, keeping data within national borders can increase costs. Local hosting may reduce latency to below 15 milliseconds, which benefits services such as banking and payments, but unreliable power supplies can make local data centres more expensive. Companies operating across Africa’s 54 markets must also manage different compliance requirements.
AWS is competing with other major cloud providers adapting to the same trend. Microsoft offers sovereign cloud models, Google Cloud provides tools such as Data Boundary and Google Distributed Cloud, while Huawei Cloud and Oracle also offer locally deployed or dedicated infrastructure for sensitive workloads.
The shift is also affecting businesses. Kenya Airways Chief Information Officer Fred Kitunga said the airline is increasingly using AI and data to solve business problems, including flight profitability, customer understanding and cybersecurity, while maintaining data protection and AI governance.
As African governments place greater value on data sovereignty, cloud providers face pressure to balance local control with access to global AI capabilities. For AWS and its rivals, sovereignty is increasingly becoming a competitive advantage rather than simply a compliance requirement.
